Willow Creek is one of the two worlds that came with the original The Sims 4.
It consists of six neighborhoods, having various combinations of residential and community lots.
There are sixteen residential lots in total but only four of them are occupied. The majority are waiting for the new residents to come, while few are yet to be built.
