Yes, you got this right! A new city is coming and will be able to enjoy it soon, i.e. December 12 will be available from the Sims 3 Store! Roaring Heights, is a "city where bold shapes, rich colors, and lavish looks rule the skyline!"
Contessa and Consort Capp were pleased to say: "We’ve been on vacation in Roaring Heights for a few days and can’t believe we didn’t come here sooner! The pier quickly became our favorite place to eat with its romantic sunsets and proximity to the beach. Once the sun is down, the downtown bustles with activity!" Roaring Heights will be available in Standard and Gold Edition. Standard edition's cost is $20 and will include 100 SimPoints and Gold Edition's cost is $35 and will include 1900 SimPoints as well as the Boardwalk Attire Set.
