This is a new neighborhood view that was introduced with the Hot Date expansion pack. If you are looking for a nice restaurant to have your date, or a nice romantic walk in the park, then this is where you need to be.
Of course, you can always come and buy something nice. That is of course if you would like to impress your date... if not, then just skip this step.
